Information and Documentation Management Officer UGM Held Webinar on Village Public Information Service

The Information and Documentation Management Officer (PPID) UGM collaborated with the Director of Community Service UGM organized a Village Public Information Service Webinar. This event was attended by the Head of Sub-District, Village Head, and village head of the UGM community service program location in the Special Region of Yogyakarta, Java Island, and Outer Java Islands.

“The Public Information Disclosure Act serves as a guideline for how we respond to people who need more structured information because the information is clear”, said the Main PPID UGM, Drs. Gugup Kismono, M.B.A., Ph.D.

The webinar, which took place in three sessions, on July 28 and 29 and August 4, 2020, is one of UGM community service innovations to broaden knowledge related to public information disclosure implemented by the village and improve the village public information services.

Organizing this event is also one of UGM’s efforts as an informative university category public body in the 2019 public information disclosure ranking to innovate and benefit the community in implementing public information services.

During the first session on Tuesday (28/7), Deputy Chairman of the Central Information Commission, Hendra J. Kede, gave a presentation related to strengthening village public information disclosure. He explained that information disclosure is regulated in Article 28 F of the 1945 Constitution, which guarantees citizens’ right to communicate and obtain information.

On this occasion, Hendra explained public information, especially village public information, which consists of periodic village public information, immediate public information, public information available at any time, and exempt information.

“Information that is excluded is information that cannot be accessed by applicants for public information as referred to in the Law on Public Information Disclosure,” he explained.

He further explained that the Law on Public Information Disclosure has the objectives to guarantee citizens’ rights to know about public policy-making plans, public policy programs and public decision-making processes, encourage public participation in the public policy making process, and increase active role of the community in public policy making and good management of public bodies.

Aside from those, the Law’s other objectives are to realize good state administration, develop knowledge, educate the nation, and improve information management and services within public agencies to produce qualified information services.

Village officials, according to him, need to understand the Law, including the types of information that need or do not need to be provided to the public, to respond to various kinds of requests from individuals, NGOs, and other legal entities following the Law, and avoid misuse of the Law by irresponsible parties.

“This is important to understand to build a village without being intimidated by certain elements,” he said.
