Gadjah Mada University has committees or offices responsible for matters related to diversity, equity, inclusion, and human rights on campus. Each committee and office is regulated by the relevant rector’s regulations. In terms of diversity, Gadjah Mada University has a Spiritual Advisory Board and Center for Cultural Studies. In terms of equality, Gadjah Mada University has the Center for Women’s Studies, the Center for Law, Gender and Society Studies (LGS), Dharma Wanita UGM, UGM Bidikmisi Student Family (Kamadiksi), and Center for People’s Economic Studies.. In terms of inclusivity, Gadjah Mada University has a Disability Services Unit office and a Health Promoting University (HPU). Meanwhile, in terms of human rights, UGM has a Task Force for the Prevention and Handling of Violence (Satgas PPKS) and Human Resource Management (SDM) based on Rector Regulation no. 11 of 2023.
UGM is committed to anti-discrimination as directed by Trustee Board’s Regulations Number 1 Year 2023 about University Strategic Plan 2022-2027 (pg. 14, UGM guarantees that the campus environment is a safe and comfortable ecosystem, free from sexual violence, other violence, bullying, mental health problems, discrimination, and friendly to people with disabilities). The regulation in 2023 is the continuation of the Trustee Board’s Regulations Number 1 Year 2020 about University Strategic Plan 2017-2022 which also regulates discrimination (pg. 20, inclusive campus development with an anti-discrimination spirit based on race, ethnicity, ethnicity, gender, marital status, disability, age, religion, minority group, etc.). UGM guarantees the rights of all women including staff and students to be treated equally. Based on the Trustee Board’s Regulations Number 1 Year 2021 concerning Campus Master Plans (pg. 13, pg. 25), UGM is fighting for universal principles, namely social justice, equality, inclusivism, and sustainability in all aspects of university administration policies.
Committees and Offices related to Diversity

In terms of diversity, Gadjah Mada University has a Spiritual Advisory Council, as stipulated in Decree Of The Rector Number 146/UN1.P/KPT/Hukor/2024 Concerning The Advisory Board Of The Spiritual Facility Of Gadjah Mada University. This Spiritual Advisory Council was established simultaneously with the construction of the spiritual facility complex. This area is used for spiritual activities of six religions: Islam, Christianity, Protestantism, Buddhism, Hinduism, and Confucianism.
In addition, UGM has a Center for Cultural Studies (PSK UGM) that studies diversity and culture. Initially, the PSK was named the Indonesian Cultural Studies Institute (Lembaga Studi Budaya Indonesia) in 1977, and since 2000, the institution has officially used the name Center for Cultural Studies of Gadjah Mada University (PSK-UGM). One of the goals of the Center for Cultural Studies is to raise awareness among academics and the general public about the importance of socio-cultural studies for the sustainability and progress of Indonesia as an entity through its ability to become a center of information on culture.

In terms of equality, Gadjah Mada University has the Center for Women’s Studies, the Center for Law, Gender and Society Studies (LGS) and Dharma Wanita UGM.

UGM Center for Women’s Studies
The UGM Center for Women’s Studies was established based on the Rector’s Decree No. UGM/02/UM/01/37 dated March 1, 1991. The mission and objectives of the UGM Women’s Studies Center are to educate and carry out various activities to support the realization of Indonesia’s golden generation and create a harmonious community life through the role of women and the family.
Center for Law, Gender and Society Studies (LGS)
The establishment of the Center for Law, Gender, and Society (LGS) Studies is an initiative of the Master of Law Study Program, Faculty of Law, Gadjah Mada University (MIH). The role of the LGS Study Center is to collect, map, examine, and disseminate critical legal thinking that emphasizes gender justice, human rights, diversity, and environmental sustainability, and to bridge the legal formation process with the needs that arise in society.
Dharma Wanita UGM is an organization that brings together the wives and family members of employees at Gadjah Mada University. This organization plays a role in supporting the welfare of the UGM family through social, educational, and empowerment activities, emphasizing the values of equality, harmony, and togetherness within the family and community.
UGM Bidikmisi Student Family (Kamadiksi)
KAMADIKSI UGM is an organization based on the principle of family and encompasses all Bidikmisi Scholarship recipients at Gadjah Mada University. Bidikmisi Scholarship recipients are students from lower-middle economic backgrounds who possess high academic potential and a passion for continuous development. Therefore, KAMADIKSI UGM exists as a forum to strengthen solidarity, increase personal capacity, and support its members in achieving success in both academic and non-academic fields. Furthermore, this organization also plays a role in fostering a sense of social awareness and making real contributions to the wider community.
Center for People’s Economic Studies (PUSEK)
The Center for People’s Economic Studies at UGM was established under the name Center for Pancasila Economic Studies on October 17, 2002 based on the Decree of the Chancellor of Gadjah Mada University No. 177/P/SK/HKTL/2002. The name change to the Center for People’s Economic Studies occurred on April 3, 2006 with the issuance of the Decree of the Chancellor of Gadjah Mada University No. 176/P/SK/HT/2006. This organization aims to conduct studies on the theory and practice of Indonesian economics through a multidisciplinary approach based on national philosophy and ideology.
Committees and Offices related to Inclusivity
Disability Services Unit office
The commitment of Universitas Gadjah Mada to inclusivity is reflected in the provision of accessible education and services for the entire academic community, administrative staff, and the broader public. This commitment is demonstrated through the development of inclusive facilities, the integration of inclusivity values into the curriculum, and the provision of specialized services through the Disability Services Unit (ULD) under the Integrated Service Unit (ULT). The ULD was officially established in 2024 and is regulated under the Rector’s Regulation of Universitas Gadjah Mada Number 19 of 2024, focusing on the delivery of services, assistance, and facilities for persons with disabilities. In its efforts to create a disability-friendly campus environment, UGM has also established a Working Group (Pokja) for the Development of a Healthy, Safe, and Disability-Friendly Environment under the coordination of the ULT.
Health Promoting University (HPU)

The HPU program at UGM was declared in July 2019. Most faculties have organized HPU activities with a diverse focus, tailored to their individual needs. These activities include increasing physical activity, developing integrated guidance posts (posbindu), promoting healthy eating habits, preventing and managing mental health issues, preventing bullying, preventing sexual violence, and so on. HPU consists of eight main activities:

Task Force for Preventing and Handling Sexual Violence (Satgas PPKS)
Task Force for Preventing and Handling Sexual Violence or Satgas PPKS for short, is an ad hoc work unit within Gadjah Mada University. It was designed based on the mandate of Minister of Education, Culture, Research, and Technology Regulation No. 55 of 2024 (amendment Minister of Education, Culture, Research, and Technology Regulation No. 30 of 2021) concerning the Prevention and Handling of Sexual Violence in Higher Education.
Since 2016, UGM has initiated the development of policies aimed at preventing and addressing harassment. This effort was formalized through the issuance of the UGM Chancellor Decree Number 1699/UN1.P/SK/HUKOR/2016, which provides Guidelines for the Prevention of Harassment at UGM. In 2019, UGM reinforced its commitment by introducing the Health Promoting University (HPU) program, which aspires to create a healthy and supportive environment for the entire UGM academic community. As part of this program, a Zero Tolerance for Violence, Bullying, and Harassment Working Group was established. Further, in 2023, UGM implemented Rector’s Regulation Number 1 of 2023 (Amendment to Rector Regulation No. 1 of 2020), which focuses on the prevention and management of sexual violence within the UGM community. Following the issuance of Permendikbudristek No. 30 of 2021 in 2022, UGM aligned its internal policies with this regulation by establishing the Task Force for the Prevention and Handling of Sexual Violence on 3 September 2022.
Specifically related to sexual violence, UGM is committed to maintaining standards of human values and dignity at UGM, as well as protecting the entire UGM community from all forms of sexual violence as stated in the Rector’s Regulation Number 1 Year 2020 (Article 2) and updated in Rector’s Regulation Number 1 Year 2023 (Article 2). UGM also provides prospective students from all pathways a fair admissions process and will not discriminate against ethnicity, religion, race and intergroup, etc. as clearly stated in the Rector’s Regulation Number 3 Year 2023 Article 2 Verse e.
Human Resource Management (SDM)
The Directorate of Human Resources is one of twelve directorates mandated as part of the administrative and development implementing elements regulated in the Chancellor’s Regulation on the Organization and Work Procedures of Gadjah Mada University. The implementation of HR Management is based on the principles of professionalism, transparency; accountability; participation; justice and equality; non-discrimination; quality assurance; and information technology-based, In accordance with the Rector’s Regulation Of Gadjah Mada University Number 11 Of 2023 Concerning Human Resource Management
Non-Discrimination
Universitas Gadjah Mada (UGM) is committed to fostering an inclusive and equitable environment for all its community members. For instance, the university has partnered with the Asia Pacific Women’s Information Network Center (APWINC) at Sookmyung Women’s University to offer specialised training programs for female students, focusing on enhancing skills in information and communication technology (ICT).
- Support Services: The university provides counselling and support services aimed at addressing the diverse needs of its community members, including those related to gender identity and expression.
Maternity Policy
One such regulation is the Rector’s Regulation Number 22 of 2021 on Employee Leave at UGM, which governs various types of leave for employees, including maternity leave. The specific provisions regarding maternity leave are detailed in Chapter III, which outlines the different categories of leave available to staff members. Within this chapter, maternity leave is discussed under the section dedicated to “Cuti Melahirkan” (Maternity Leave). This section specifies the eligibility criteria, duration, and procedures for applying for maternity leave at UGM. To apply for maternity leave at UGM, employees are required to submit the following documents:
- Leave Application Form: This form can be downloaded from the official UGM website at http://ugm.id/formcuti (see Figure 1).
- Medical Certificate: A doctor’s certificate confirming the expected delivery date. These documents should be submitted to the relevant administrative department within UGM to process the maternity leave request.
Paternity policy
Rector’s Regulation Number 22 of 2021 at Universitas Gadjah Mada (UGM) outlines the policies regarding leave entitlements for permanent employees. This regulation actually encompasses various types of leave, including annual leave, sick leave, maternity leave, paternity leave, bereavement leave, and study leave.
Rector’s Regulation Number 22 of 2021 at Universitas Gadjah Mada (UGM) also includes provisions for fathers in relation to childbirth. Specifically, Article 9 addresses Paternity Leave (Cuti Melahirkan bagi Pegawai Laki-Laki), granting male employees leave to support their Health Promoting University (HPU) spouses during childbirth. This provision underscores UGM’s commitment to fostering a supportive work environment that acknowledges the importance of paternal involvement in early childcare. It is a UGM commitment to ensure fathers can participate in childcare duties.
