MPR Absorbs Aspiration in UGM about Discourse to Revive GBHN

Universitas Gadjah Mada (UGM) welcomed a visit from the People’s Consultative Assembly (MPR) group chaired by the Deputy Chairperson of the MPR, Sjarifuddin Hasan, on Monday (26/10) in the Multimedia Room of UGM Head Office. During the visit, the People’s Consultative Assembly held a focus group discussion (FGD) with the UGM Board of Professors to absorb the aspirations of the 1945 Constitution amendment discourse, especially regarding the revival of the Guidelines of State Policy (GBHN).

Sjarifuddin Hasan conveyed that the MPR leadership currently received a mandate from the previous MPR period to continue in-depth studies of community proposals, including the GBHN. Several inputs from the community and stakeholders incorporate the main points of state policy into the 1945 Constitution.

He revealed that the community developed several alternative views related to the 1945 Constitution and the GBHN. First, there is a suggestion to return to the 1945 Constitution with various consequences. Second, stay with the current conditions. Lastly, making changes to the Law, but implemented on a limited basis.

“These opinions have their pluses and minuses and have consequences for the current state administration and system of government. Now there is a strong dynamic in the community, and there is a positive response and what kind of best solution is left to the community,” he said.

Therefore, the MPR continues to ask for input and absorb aspirations from the community, including university academics. The inputs and suggestions that emerge will enrich the decision-making process regarding the amendments to the 1945 Constitution and the GBHN.

“It is not easy to make decisions regarding this issue. There must be a national commitment. Thus, we want to hear a lot from intellectuals who are more independent and have no political interest,” he said.

UGM Vice-Rector for Education, Teaching and Student Affairs, Prof. Djagal Wiseso Marseno, also said that the 1945 Constitution’s amendment is a vital issue for the nation-state. Throughout this FGD, it is expected that UGM can contribute to this interest.

“Hopefully, this forum can be constructive to discuss the discourse of reviving GBHN,” he explained.

In the FGD, three speakers attended, namely first, Professor of the Faculty of Philosophy UGM, Prof. Kaelan, that revealed the positive aspects of the GBHN to prevent consistency in development directions. Also, policies between the national and regional levels are between one government and the successor government.

Secondly, Andy Omara S.H., MPub & IntLaw, Ph.D., as the State Administration Law Expert of UGM Faculty of Law, mentioned there should be in-depth research in GBHN and on SPPN that had previously been implemented. This step is necessary so that it is appropriate to make decisions concerning reintroducing the GBHN, considering one of the reasons is the unsustainability of the development system so far. Lastly, Professor of UGM Faculty of Economics and Business and the Head of LLDIKTI Region V, Prof. Didi Achjari, revealed about GBHN as a source for the supply chain of human resources in higher education.
