UGM Strengthen Cooperation with Local Governments to Maintain National Unity

Indonesia is under threat of division. In fact, the RAN Institute study in America predicted a new hypothesis; that if Indonesia is not managed properly it will split into eight.

Previously, Pennsylvania University also mapped fragile countries in the world and created a state fragility index. From the study conducted, Indonesia is in the yellow category and might slip to red because, of the 178 countries that were ranked, Indonesia was in the middle position, at number 88.

“It is a scientific (academic) study not a political study, so it is purely from academics which we must also critique together,” said the Deputy Chancellor for Education, Teaching and Student Affairs, Prof. Dr. Ir. Djagal Wiseso Marseno, M.Agr., to the audience which consisted of regents, members of the Regional People’s Representative Assembly, Regional Secretaries, Regional Development Agencies, and Managers of Study Programs and Study Interests at the UGM Graduate School, Thursday (12/3) when opening a Workshop on the Role of Higher Education in Supporting Regional Independence Based on Strengthening Local Potential and Local Wisdom.

Djagal acknowledged that cooperation between tertiary institutions and district governments is very important. This is proven after a study from both UGM and the National Defence Institute showed that Indonesia’s national resilience from 2010 – 2018 has indeed been in the yellow category.

“This means that Indonesia’s is less resilient. Even though it has improved slightly between 2018 – 2019, but even that is very small in nominal terms,” he explained.

Djagal said that within the national resilience component, there is a term known as gatra-gatra. In the resilience of the country, there are 8 gatra consisting of the 3 gatra (tri gatra) and the five gatra (panca gatra). The three gatra consists of geography, demography and natural resources, while the five gatra consists of ideology, politics, economy, socio-culture as well as defence and security.

Interestingly, of the eight gatra, from 2010 – 2019 the ideology gatra is in the yellow category. This means that the ideology or idealism as a nation and state is seen as less resilient and has an impact on the life of the socio-cultural elements which is also in yellow category.

“The following impact is on politics and natural resources. So, there is a common thread between ideology, socio-culture, politics and management of natural resources. This has become the concern of President Jokowi’s administration in period 1 with building infrastructure, and period 2 with building human resources,” he said.

Therefore, he wholeheartedly supported the UGM Postgraduate School’s initiative to collaborate with local governments at the district level so that the sciences developing at UGM with 290 study programs can contribute to the development of the nation and state starting from the district level.

“We have an abundance of knowledge at UGM, from philosophy to nuclear engineering. So, if later there are problems or a potential for development, UGM is willing to work with the district governments to develop the region’s potential,” he added.

The dean of the UGM Graduate School, Prof. Ir. Siti Malkhamah, M. Sc., Ph.D., said that the cooperation workshop for Postgraduate Schools is expected to have an impact on the participating areas, in that it will help the regional development process. Through this workshop, the initiation of collaboration and it’s follow-up can be realized in the form of synergy in human resource assistance by the UGM Graduate School for each region to help improve the process of accelerating equitable development in the regions and solving problems in the regions.

“It is hoped that it can have an impact on the participating areas so that it will help in the regional development process. With the collaboration between the UGM Postgraduate School and the participating regions, it is hoped that it can support the realization of tridarma (three pillars) of higher education by the Postgraduate School and support regional development,” he explained.
