UGM upholds a formal non-discrimination policy that guarantees equal rights, treatment, and opportunities for women across all academic fields and university activities. This policy ensures that female students and employees are protected from bias in admissions, academic progression, and work life, while also encouraging their participation in disciplines where they may be underrepresented.
This commitment is articulated through several key policies and initiatives:
1. Board of Trustees Regulations
Strategic Plan 2022-2027: Outlined in Board of Trustees Regulation Number 1 of 2023, UGM guarantees a campus environment that is safe, comfortable, and free from sexual violence, bullying, mental health issues, and most certainly discrimination.
Strategic Plan 2017-2022: As per Board of Trustees Regulation Number 1 of 2020, UGM is dedicated to developing an inclusive campus that upholds anti-discrimination principles based on race, ethnicity, gender, marital status, disability, age, religion, and minority group status.
Page 13 states: “…UGM is committed to upholding universal principles—namely social justice, equality, inclusivism, and sustainability in all aspects of its institutional policies, both in relation to the Tridharma and to university governance.”
Meanwhile, in page 14: “UGM promotes equality for all people by eliminating discrimination based on race, ethnicity, gender, marital status, disability, age, religion, social background, political affiliation, or minority group status (underrepresented minorities).”
2. Rector Regulations
Rector Regulation Number 4 of 2025 ensures that the admission of new students is conducted fairly, providing open opportunities without distinction of ethnicity, religion, race, or inter-group affiliations
UGM maintains standards of human values and dignity, protecting the university community from all forms of sexual violence. This is stipulated in Rector Regulation Number 1 of 2020 and updated in Rector Regulation Number 1 of 2023.
3. Employment Policies
Rector Regulation Number 18 of 2016 on Human Resource Management mandates non-discrimination in the workplace, regardless of gender, ethnicity, religion, race, or group affiliation.
Through these comprehensive policies and initiatives, UGM actively promotes gender equality and ensures a non-discriminatory environment for all members of its community.
