UGM Participation in government research

Universitas Gadjah Mada (UGM) undertakes policy-focused research in collaboration with government departments at various levels. The University, through PSPPR, participated in the agenda for the preparation of the Analysis of Standard Expenditure (ASB) at the local level, namely Denpasar City, through a Focus Group Discussion (FGD). The FGD was attended by various regional apparatus organisations. This ASB can be used as a guideline for carrying out every planned activity and activity as an effort to realise accountable and transparent local government.

In a separate initiative, PSPPR UGM completed the final report presentation for the Background Study of the RPJPD for Banten Province, covering the years 2025 to 2045. The presentation was held in the Regional Research and Innovation Division meeting room of Bappeda Banten Province. The PSPPR UGM team, experts, and assistant experts outlined the vision, mission, main objectives, and policy directions for Banten Province over the next two decades. The study emphasises the strategic position of Banten as a gateway between Java and Sumatra and aligns with the National Long-Term Development Plan (RPJP) 2025–2045, aiming to achieve the vision of Indonesia Emas 2045.

In relation to government regulations, the University conducted a preliminary report on the Review of Government Regulation Number 78 of 2014 concerning the acceleration of the development of disadvantaged regions. Through the PSPPR team, the University conducted research with the Director General of the Acceleration of Disadvantaged Regions on the Review of Government Regulation Number 78 of 2024 concerning the Acceleration of Disadvantaged Regions Development. The research was conducted together with representatives of the Presidential Staff Office, the Executive Secretary of TNP2K, the Vice President’s Secretariat, the Coordinating Ministry for Human Development and Culture, the Ministry of PPN/Bappenas, the Ministry of Finance, the State Secretariat, the Cabinet Secretariat, as well as echelons I and II and staff at the Ministry of Villages, Development of Disadvantaged Regions and Transmigration and the Advisory team of the Directorate of Plan and Programme Acceleration of Disadvantaged Regions.

In the realm of health, the University collaborated with the Ministry of Health on Tuberculosis at the  Indonesia 5th Tuberculosis International Research Meeting (INA – TIME) 2023 in Yogyakarta. INA-TIME serves as a critical forum for addressing TB, a leading cause of mortality in Indonesia. According to the Global TB Report 2022, Indonesia ranks second globally in TB burden, following India. The conference underscores the importance of research, innovation, and multi-stakeholder collaboration in accelerating efforts toward TB elimination (harianjogja – Practitioners and observers of tuberculosis (TB) attend INA-TIME 2023).

In agriculture, UGM collaborates with the local government to discuss the development of area-based organic farming. Research has been carried out since 2020 as a form of UGM’s commitment to realising sustainable organic agriculture with the title Sustainable Agricultural Governance Model in Supporting Healthy Food Availability and Farmers’ Welfare through Area-Based Organic Farming Development.

At the national level, UGM environmental experts are working with the Ministry of Finance to conduct research on the level of effectiveness and efficiency of budget use in local governments throughout Indonesia. This is done so that the budget disbursed by the government can really benefit not only for development but also to improve the economy of the lower community.
