UGM employees are able to appeal regarding their rights and/or pay through UGM’s public aspiration system available on the Integrated Service Portal provided by the university. Through this portal, appeals can be submitted in the “Submission of Public Aspirations”.

Since 2024, UGM has also updated its Whistleblowing System (WBS) for Reporting Violations. This system provides a reporting channel for the entire UGM academic community, including UGM employees, to report any violations that may harm the university, safeguard institutional integrity, and ensure unethical actions can be addressed swiftly and appropriately. The UGM WBS can be accessed through https://laporkan.ugm.ac.id.
Reports that employees can make through WBS include, but are not limited to:
- Abuse of authority, including acts of corruption, collusion, and/or nepotism.
- Unethical behavior, such as dishonesty, conflicts of interest, or providing misleading information.
- Gratification
- Acts of harassment.
Employees who use the UGM WBS are guaranteed confidentiality of their identities and are entitled to protection from threats related to the report they submitted. The system also features a centralized mechanism for follow-up actions on reports.
Employee aspirations and rights, including those pertaining to salaries and/or pay, are protected by established UGM policies, such as the Rector’s Regulation Number 514 Year 2015 on the UGM Honorary Council, specifically Article 2 which concerns Complaints/Reporting. This policy was later amended by Rector’s Regulation Number 13 Year 2016 on the UGM Honorary Council.
