7.2 University measures towards affordable and clean energy
Universities need to establish measures and policies which when considered would battle the harms of climate change and help achieve the goal of reducing emissions and provide a clean environment.
Have a policy in place for ensuring all renovations or new builds are following energy efficiency standards
According to Rector Regulation Number 157 Year 2020 regarding the Requirement for an Electrical System (pg. 32) and the University’s Strategic Plan 2017-2022 (pg. 19, Campus Atmosphere Development Strategy) regarding infrastructure development, UGM has regulated building standards in order to meet higher energy efficiency.
Based on the Trustee Board’s Regulations Number 1 Year 2021 concerning Campus Master Plans (pg. 22. pg. 25), UGM is committed to meeting the needs of infrastructure that is appropriate, smart, healthy, comfortable, safe, and sustainable. The development of UGM as an environmentally friendly campus that is green and has minimal carbon emissions (blue campus) is achieved through the realization of various programs, such as zero-waste, recycling, reuse, the use of renewable energy, and the habituation of environmentally friendly behavior.
Have plans to upgrade existing buildings to higher energy efficiency
Based on the Trustee Board’s Regulations Number 1 Year 2021 concerning Campus Master Plans (pg. 22. pg. 25), UGM is committed to meeting the needs of infrastructure that is appropriate, smart, healthy, comfortable, safe, and sustainable. The development of UGM as an environmentally friendly campus that is green and has minimal carbon emissions (blue campus) is achieved through the realization of various programs, such as zero-waste, recycling, reuse, the use of renewable energy, and the habituation of environmentally friendly behavior. Have a process for carbon management and reducing carbon dioxide emissions
Following the University’s Master Plan regarding Campus Transportation, UGM is dedicated to lowering carbon dioxide emissions directly by applying three concepts (pg. 8) which are 1) Zero Emission covering prioritizing pedestrians and cyclists and construction of student dormitories, 2) One Gate Campus covering restrictions on the use of motorized vehicles on campus, providing parking pockets and campus buses, and 3) Better Campus Network covering the integration of UGM campus transportation with city transportation services.
To implement the commitment to better manage carbon and reduce carbon dioxide emissions, UGM carried out the campus bicycle program, built a micro hydro power plant, built Solar Power Plant (PLTS), installed solar panels within existing buildings across the campus, and promoted the use of electrical buses as well as electrical motorcycles as a mode of transportation within the campus.

In its commitment to protecting the environment and becoming a Green Hospital, the Water Treatment Plan is one of the solutions used by RSA UGM as an alternative renewable energy which is very useful in saving energy. In its implementation, the working principle of PLTMH RSA UGM requires an aeration process at the WTP, operational 24 hours with an automatic system. Apart from that, it is also necessary to add a turbine generator to the aeration tank, so that it can convert water discharge into mechanical energy. The electrical energy produced by the turbine is stored in a battery using a transformer, then the electricity is applied as needed.
PT Wijaya Karya Tbk (WIKA) is collaborating with the Directorate General of Higher Education (Ditjen Dikti), Universitas Gadjah Mada (UGM), and Aisyiah University (Unisa) Yogyakarta to develop clean, new and renewable energy and energy conversion (EBTKE) in the campus environment through the erection of a 2-3 MW Solar Power Plant (PLTS) on the grounds of the UGM Faculty of Engineering
Universitas Gadjah Mada (UGM) together with an industry called PT Agra Suya Energi, is implementing New Renewable Energy (EBT) by installing solar panels in the campus environment. Therefore, by installing solar panels on the UGM campus, it is hoped that it can increase the use of EBT.
Universitas Gadjah Mada (UGM) is increasingly determined to realize its dream of becoming a green campus. This is proven by the commitment to install solar power plants (PLTS) in a number of buildings in the campus area in collaboration with PT Pertamina Power Indonesia as a sub-holding of Pertamina Power & New Renewable Energy (Pertamina NRE).
Have an energy efficiency plan in place to reduce overall energy consumption
Based on the Rector’s Regulation Number 2 Year 2022 about Management and Saving on Electricity Usage at UGM, the Implementation of savings in electricity usage is carried out through: a. air conditioning system; b. lighting system; and c. supporting equipment (Article 16-18). Based on the Trustee Board’s Regulations Number 1 Year 2021 concerning University Master Plans (pg. 25), UGM is committed to the development of UGM as an environmentally friendly campus that is green and has minimal carbon emissions (blue campus). The realization of this concept is supported by various programs, such as zero-waste, recycling, reuse, the use of renewable energy, and the habituation of environmentally friendly behavior. Following the Rector Regulation Number 157 Year 2020 regarding the Requirement for Electrical Systems (pg. 33), UGM strives to lower energy consumption in direct ways by installing energy-efficient appliances based on the Indonesian National Standard (SNI).
Undergo energy reviews to identify areas where energy waste is highest
Consistent with UGM’s commitment to decrease carbon emissions and energy consumption, UGM has installed several online energy monitoring systems on the campus and in local areas as well as conventional energy meters in each building. An annual review of energy usage is also conducted related to the budget plan every year. The commitment is based and supported by Rector’s Regulation Number 2 about Management and Saving on Electricity Usage at UGM. The process for energy reviews and monitoring are regulated in Article 20-25.
Have a policy on divesting investments from carbon-intensive energy industries notably coal and oil.
Following the University’s Master Plan regarding Campus Transportation, UGM is dedicated to promoting the use of more environmentally friendly energy by applying three concepts (pg. 8) which are 1) Zero Emission, 2) One Gate Campus, and 3) Better Campus Network. The use of electric vehicles and power system installation based on renewable energy in UGM buildings are enforced as a replacement for carbon-intensive energy such as coal and oil. The implementation is further regulated through Technical Guidance on Building Planning, Maintenance, and Conservation (pg. 22).
7.4 Energy and the community
Universities need to directly outreach to help the community to return to renewable energy sources and to reduce environmental impacts.
Provide programmes for local community to learn about importance of energy efficiency and clean energy
As a part of its community service program, UGM is dedicated to promoting a sustainable future by educating local communities on the understanding of renewable and clean energy, and energy efficiency. Specifically, UGM provides a free course in renewable energy in the Fisipol Online Campus, built a pilot project in solar power and involved the local community to build and maintain the project through education and action, provides various workshop services for the community through the UGM’s Renewable Energy Laboratory, and seminar/webinar about energy for the general public.
Education through course provision:
FOCUS UGM (FISIPOL Online Campus) is a MOOC platform built by the Faculty of Social and Political Sciences and provides a platform for the community and students with interactive hybrid methods. The courses offered are free of charge and with charge. One of the courses offered is a free course in Energy Transition which teaches about renewable energy for a sustainable future.
Education through community service:
Gunungkidul Regency was chosen as the location for a pilot project for a Solar Power Plant (PLTS) by UGM. This pilot project is part of the Village Community-Based Environmentally Friendly Energy Strengthening program.
Education through workshops and seminars:
The Renewable Energy Laboratory specializes in the development of new and renewable energy systems and energy conservation systems. The laboratory provides services for the community including holding renewable energy system workshops.
The Department of Social Development and Welfare of FISIPOL UGM held a Social Development Talks (SODET) discussion with the title “Community-based Resource Management: The Realization of an Energy Independent Society?” The aim of this discussion is to provide knowledge and understanding to the public, especially regarding the stories of local communities in efforts to manage sustainable resources. Seminar speakers are residents of Andung Biru Village and initiators of the Micro Hydro Power Plant (PLTMH) and CSR of PT PJB UP Paiton.
Promote a public pledge toward 100% renewable energy beyond the university
UGM’s commitment to 100% renewable energy is not only implemented within the campus but also as a part of the UGM community outreach program. Together with the stakeholders, UGM raises awareness of the importance of renewable energy in the form of discussions, action programs through agreements with several agencies, and research provisions.
High exposure Events/Discussion/Seminar or Events with Prominent Figures:
The annual Fisipol International Short Course (FISCO) in 2022 was held with the title “The Dynamics of New and Renewable Energy in the Global South”. This international course program is organized by Fisipol UGM in collaboration with Geo Fisipol, UGM Energy Center, and IESR. Several well-known instructors participated, including from The Conversation and the University of Dundee. This event was attended by international students, renewable energy observers, and environmental advocates. The total number of participants reached 98 people from various countries.
The Department of Politics and Government (DPP) Fisipol UGM held a public lecture entitled “Europe’s Energy Crisis, Global Climate Commitment Challenges: Views from Norway and Indonesia” which was held in a hybrid manner. The public lecture was given by H.E. Rut Kruger Giverin, Norwegian Ambassador to Indonesia as keynote speaker. The public lecture discussed countries’ energy transition to anything that can guarantee energy security, including the transition from coal energy with high carbon emissions. In addition, Indonesia and Norway have agreed to a partnership on climate and forest issues, which through this collaboration, Norway will support Indonesia in reducing deforestation.
Agreements:

This collaboration is in accordance with the ideals of the UGM campus which continues to strive to develop clean energy and utilize clean energy in the campus environment.

Provide direct services to local industry aimed at improving energy efficiency and clean energy (energy efficiency assessments, workshops, research renewable energy options)
As a part of UGM’s community service program, the university is dedicated to promoting a sustainable future by collaborating with local industries on the production of renewable and clean energy and the application of energy-efficient appliances through research, workshops, and training. UGM also supports the use of clean and renewable energy developments in various industrial sectors including the aviation industry, farming, and housing industry. This can be seen from the various activities carried out by the university as highlighted in the evidence.
Paid services:
The electric vehicle developed by the UGM Faculty of Engineering, Gadjah Mada Airport Transporter electric (GATe), will be used for transportation services at Yogyakarta International Airport (YIA). YIA is committed to using new, renewable energy. Electric vehicles are in line with this commitment and can be used by airport service users.
Research provisions:
The Renewable Energy Laboratory specializes in the development of new and renewable energy systems and energy conservation systems. The laboratory provides services for industry including: (1) Energy conservation studies in industry and in buildings, (2) Safety studies of industrial systems.
UGM and Bank Indonesia developed a solar water pump. Not only are they environmentally friendly, but electric water pumps are a solution for dry areas where water is scarce. As many as 80% of Gunung Kidul residents are farmers who rely on rain-fed rice fields. Meanwhile, this area is known for having little rainfall. The development of green energy through solar pumps will be an example of green energy development to encourage a community-based green economy so that it can be imitated in other areas.
Prefab Bamboo Panel Housing Complex will be an earthquake-resistant and low-emission residence that is available, cheap, green, environmentally friendly, and sustainable. Electricity consumption is provided by monocrystalline solar panels which can be used directly or stored in battery wall panels for use when there is no sunlight.
Students from the UGM Faculty of Engineering developed an innovation in using solar energy to meet household electricity needs by making smart photovoltaic roof tiles called smart rooftops.
Inform and support governments in clean energy and energy-efficient technology policy development
UGM has been directly involved in supporting the government in the policy development for clean energy technology. UGM works with several key stakeholders, for example with the House of Representatives of the Republic of Indonesia (DPR RI) in the study of the New Energy and Renewable Energy Bill. UGM also synergizes with the Ministry of Energy and Mineral Resources of the Republic of Indonesia, the National Energy Council of the Republic of Indonesia (DEN), the Government of West Nusa Tenggara, and other agencies in a policymakers forum through research in the development of the application of system technology microgrids in remote locations in Indonesia.

- The New and Renewable Energy Bill Has Not Strengthened the Growth of the Local Manufacturing Industry
Commission VII DPR RI is drafting the New Energy and Renewable Energy Bill (RUU EBET). Currently, the DPR is still waiting for the Problem Inventory List (DIM) from the government to finalize the bill. The DPR RI Commission VII EBET Bill Legislation Working Visit at the Faculty of Engineering, Gajah Mada University (UGM) was specifically carried out to provide input regarding the EBET Bill.
The Microgrid Technologies for Remote Indonesian Islands (Tech-IN) Workshop is a forum for policymakers from the government, researchers from national and international energy research institutions, academics from universities as well as managers and engineers from industry to share ideas and research results related to the application of system technology microgrids in remote locations in Indonesia. Tech-IN is a research collaboration between the Center for Research on Microgrids (CROM), Universitas Gadjah Mada, the Ministry of Energy and Mineral Resources of the Republic of Indonesia, National Energy Council of the Republic of Indonesia, PT. PLN (Persero), the Government of West Nusa Tenggara, Aalborg University Denmark, Center of Energy Informatics, University of Southern Denmark (SDU), and DANIDA (Danish International Development Agency) Denmark.
Provide assistance for start-ups that foster and support a low-carbon economy or technology
UGM provides mentorship on low-carbon economy and technology and facilitates start-up through schemes such as research, workshops, and training programs which would be beneficial for them. For example, through the assistance of solar power plants and solar water pumping systems provided by UGM, biopharmaceutical product processing businesses, batik businesses, and agricultural farmers in Gunungkidul were able to increase their production. Provide assistance for the general public to utilise UGM’s Renewable Energy Laboratory to develop their business using low-carbon technology. Through the Universitas Gadjah Mada Student Energy Council (DEM UGM), a group of students also developed an Energy Village Empowerment.
UGM with Bank Indonesia launched the Serikat Surya Handayani (SSH) program in order to strengthen community-based environmentally friendly energy businesses. Village residents who are members of SSH will later manage PLTS with a power of 12 thousand watts peak by involving BMT Ummat partnerships, MSME business actors, vocational schools, as well as industrial partners in the field of renewable energy technology. This PLTS will later be used to support biopharmaceutical product processing businesses and the Gunungkidul batik business. This PLTS is also used by agricultural farmers using a mobile solar water pumping system which will be used to lift water during the dry season.
The Universitas Gadjah Mada Student Energy Council (DEM UGM) developed a program to empower assisted villages (Desa Binaan) in the form of an energy village in Tamanmartani Village. Energy Village Empowerment has a vision to create a model energy-resilient village in Indonesia by optimizing existing potential. The main focus of village empowerment is the use of new and renewable hybrid energy technology to improve the quality of animal feed and the production of quality local fertilizer. This program is carried out as an effort to realize sustainable agriculture. Biomass energy is obtained from livestock waste in cages. Meanwhile, solar energy is obtained by using solar panels on the roof of the cage.
