Public Lecture Papua Update: Socio-Economic Development Perspective

This activity is a collaboration between PSKP UGM and Cenderawasih University (Uncen) Jayapura. Prospects for the development of the Papuan economic sector which is the main capital for regional and community development in Papua using the framework of democracy, development, and security. The development and economic growth sectors of Papua are very dependent on the results of natural resource management. However, although Papua is rich in natural products, most Papuan people still live in poverty. Papua and West Papua rank 1 and 2 of the poorest provinces in Indonesia. This is an irony considering the results of the management of Papua’s natural resources are very large.

Indonesian government intervened by imposing a special autonomy status (Otsus) for Papua and obtaining a special autonomy fund for the development process. Several programs can help the Papuan people get out of poverty, namely economic development in Papua not only depends on the results of the management of natural products, the use of Special Autonomy and Village Funds must be on target and mostly used for productive activities, not consumptive, increase cooperation the government in Papua both at the Village, District and Regency levels.

There must be a radical change in the development system in Papua, especially in the economic sector. Several programs can be improved to help the Papuan people out of poverty and the programs in question are as follows:

  1. Economic development in Papua does not only depend on the results of the management of natural products. In addition to these activities that harm the environment, some situations show that not all Papuans can be involved and feel the positive impact of natural product management in Papua. Only a handful of people feel the results, while most people still live in poverty. An alternative program to anticipate this is that the agricultural sector in Papua must be further improved.
  2. The use of the Special Autonomy and Village Funds must be on target and most are used for productive activities, not consumptive. Village Funds should be used for productive things so that the use of these funds will help efforts to increase local revenue.
  3. Increasing government cooperation in Papua both at the Village, District and Regency levels. Every element of government in Papua must always work together to improve the quality of governance, institutional and social quality.
